An expanded air transport agreement permits direct flights between Canada and Vietnam for the first time, Transport Canada announced on September 24, 2026. The department said the arrangement forms part of the countries’ new Strategic Partnership.

The agreement allows each country up to 14 weekly passenger-combination flights and seven weekly all-cargo flights. It also grants fifth-freedom rights for cargo: an airline may carry freight between two foreign countries on a service that begins or ends in its home country.

The announcement establishes flight rights. It does not name an airline, identify specific city pairs or give a launch date, timetable or fares, so it should not be read as confirmation that a new scheduled service is already operating.

Transport Canada says the expanded agreement is intended to support business, cargo movement and personal travel. The department puts two-way merchandise trade between the countries at $20.6 billion in 2025.
