A September 26 Guardian investigation questions how the U.S. administration’s announced Venezuelan oil arrangement involving North American Blue Energy Partners, or Nabep, would work.

The newspaper reports that a Pentagon briefing to lawmakers described warrants—rights to buy shares—while public statements described a 35 per cent ownership interest for the Pentagon. The distinction leaves questions about the structure and implementation of the arrangement.

A Pentagon spokesperson defended it to the Guardian as a major opportunity at no taxpayer cost. The State Department described it as a private-company transaction rather than an agreement with Venezuela’s interim government.

The Guardian also reports disputes about agency authority, the arrangement’s duration and how oil purchases would be carried out. These are questions raised by the investigation and its sources, not a court ruling or proof that promised deliveries have occurred.
