Foreign ministers Anita Anand and Vivian Balakrishnan announced their intention on September 18, 2026 to establish a Canada–Singapore Economic Partnership Framework and launch negotiations toward an Economic Cooperation Framework.

The proposed areas of cooperation include artificial intelligence and quantum research, cybersecurity, energy, critical minerals, food security and investment. The countries also aim to explore stronger supply chains, digital trade documents, port modernization and public service exchanges.

They plan to identify practical initiatives and a mechanism to coordinate implementation and monitor progress. The joint statement is explicitly non-binding and creates no legal, financial or other commitments. It sets out a negotiating initiative, rather than a completed trade agreement or funding pledge.
